The report, Chain Reactions: A Thinkpiece on the Development of Chains of Schools in the English School System, calls for a rethink of school inspection and governance rules to take into account the recent rise in chain schools.
It found that as chains are being run by academies and trusts, school governance is more corporate, leaving the governing body "acting as nonexecutives".
"Critics argue that this development undermines the local democratic accountability of schools," the report states.
It also identifies that inspections of chains are ridden with problems, as the current inspection process handled by Ofsted is focused on individual schools, leaving little scope to inspect the performance of the chain as a whole.
