The economic downturn is making it harder for businesses to offer young people apprenticeships, so the government is spending less on 16 to 18 apprenticeships.
ALP believes all surplus cash should be spent on Entry to Employment (E2E) programmes, to improve the employment prospects of the hardest to reach young people.
A spokesman for ALP said: "Many young people don't want to be sent back to the classroom where they became disaffected in the first place. Instead E2E offers a more attractive option to turn their lives around."
