
A report by the London Assembly's education panel claims formal identification and diagnosis is not happening at an early enough stage, hampering the ability of schools and other services to ensure children receive the right support.
The panel said better monitoring in early years settings is necessary to providing swift, effective support and want the mayor to integrate early identification of SEND in his existing Early Years Hubs programme.
The programme, announced last year, will bring together early years providers and schools to help improve early years education for disadvantaged families.
The education panel said it wants to see early years providers within the hubs document any concerns around the child's development. This can be transferred to the child's primary school so that they are aware of any issues from the day they join.
