The Prime Minister said in a government podcast that public spending in the two sectors would not be cut as a consequence of the financial stability programme.
The announcement came at the beginning of Brown's regional tour during which he will promote the bail-out package.
He said: "You should know that the measures we are taking are not at the expense of better public services. Our commitment to our investment in schools and hospitals and to ensuring fairness is as strong as ever."
"I can assure you that this government will carry on doing whatever is necessary to take us all through these difficult times", he added.
