Bill fails to deliver on foster care hopes

Fostering organisations are furious that the Children and Young Persons Bill failed to make sure looked-after children can stay with foster carers up until the age of 21.

Parliament approved the Bill this week but it includes no commitment that children in care have the right to stay with carers up until the age of 21. The Bill also failed to commit the government to an England-wide introduction of the fostering until 21 pilot that is already underway in 10 areas. 

This commitment was part of the original Care Matters green paper, which suggested that foster care up to 21 may be adopted. The document said care up until 21 would “offer a significant change in some young people’s experience, giving them the chance to enjoy and succeed in education instead of being forced to focus on simply surviving in independent living before they feel ready to do so”.
