Apprenticeship Act receives Royal Assent

Legislation that places responsibility on local authorities to secure education and training for all 16- to 19-year-olds has received Royal Assent.

The Apprenticeships, Skills, Children and Learning Act means that councils will be obliged to provide education or training for all young people from birth to 19.

The new legislation will also give schools and colleges the power to search young people for alcohol, drugs and stolen items. This power is similar to that schools and colleges already have to search for weapons.

The act also stipulates that schools will be required to record and report "significant incidents" where staff have used force to control or restrain a pupil, which they are able to do where the pupil is endangering themselves or others to prevent injury, damage to property or serious breaches of school discipline.

The legislation will also make provision for a school support staff negotiating body that will negotiate and agree a framework for all schools in England that will be used when determining school support staff pay and conditions.
