ADCS warns Education Services Grant 'unlikely to be sufficient'

Councils could struggle to fund support for vulnerable pupils when the government's new Education Services Grant is introduced, the Association of Directors of Children's Services (ADCS) has warned.

The Education Services Grant will replace the Local Authority Central Spend Equivalent Grant (LACSEG) and the relevant element of the local authority formula grant from April 2013.

Worth £1.04bn in its first year, equating to £15 per pupil, the grant is being introduced to account for the fact that a growing number of schools are now academies, outside of local authority control.

It is being financed by a cut in local government funding, because the Department for Education wants to put an end to the “double funding” that occurs when councils continue to receive money for services and functions that have been devolved to academies.
