ADCS president speaks out in favour of 'exemption clause'

Government plans to allow councils to apply for exemptions from children's social care legislation will help councils to better support young people, the president of the Association of Directors of Children's Services has said.

Speaking to CYP Now, Dave Hill, whose year-long tenure in the role comes to an end next month, said he can see the merit of the proposals, despite some strong opposition from within the sector. Last week Professor Eileen Munro, cited as one of the inspirations for the proposals spoke out against them, describing them as potentially dangerous.

While Hill admits that some theoretical examples given so far have worried him, such as "doing away" with independent reviewing officers for children in care, he adds that other ideas have the potential to improve outcomes for young people.

He said some councils are talking about the possibility of allowing short periods of respite foster care for older children struggling in the home environment without having to take them into care - something that is not currently possible to do.
