Speaking at a Department for Education briefing on plans to allow all schools to become academies, Dan Moynihan, chief executive of the Harris Federation, which runs nine academies, said working with councils on 14 to 19 wastes academies' time.
He said his academies would rather operate independently from other schools, colleges and councils, outside of local 14 to 19 partnerships.
"We are tied in with the local authority which means they can dictate our timetable and where students can go for particular courses," he said. "We just don't need that. We know what's best for our students locally, not the people at the council."
