In a joint statement posted on the CYP Now forum, academics including Social Work Taskforce member Professor Sue White said: "Decisions to undertake initial assessments need to be made on a case-by-case basis by diligent and well-educated professionals whose skills can never be condensed to simple rule or procedure."
The group also said Lord Laming's Recommendation 19 would be "unworkable".
