
In July, Education Secretary Damian Hinds set out plans to halve by 2028 the number of children who do not achieve expected levels of development in communication, language and literacy by the end of reception year.
The government's ambitions are driven by the knowledge that children who start school with poorly developed communication and literacy skills tend to do less well academically and struggle to close the attainment gap. This is particularly so for children from economically disadvantaged backgrounds.
The Early Outcomes Fund was launched by the Department for Education last November with the aim of increasing the number of local authorities that prioritise young children's language development, put in place programmes to improve services and encourage partnership working between councils to spread knowledge and best practice.
