
It is fair to say the current education, health and care plan (EHCP) process is in crisis with professionals and parents and carers finding it difficult to navigate, ineffective, unfair, time consuming and unaffordable.
The hope was that EHCPs – which were introduced 10 years ago in the revised SEND code of practice – would be a big improvement on the previous system, helping ensure children and young people with special educational needs and disabilities (SEND) got the support they needed by focusing on positive outcomes rather than difficulties.
At the same time, improved training for professionals and a focus on inclusion was supposed to lead to fewer children needing EHCPs.
