In its recently published paper, Fostering Better Outcomes, the government rejected the recommendation made as part of the Foster Care in England review that "local authorities should be allowed to dispense with" the role of independent reviewing officers (IROs). This was welcomed by many charities and experts, who had opposed the proposal both during the passage of the Children and Social Work Act 2017 and following the publication of the fostering review report. They argued that the role of the IRO is essential in safeguarding and upholding the rights of the child in their journey through the care system and that removal of that role would have a profound impact on the rights and welfare of children.
