For the past four years, Lisa Harker has been leading the Nuffield Family Justice Observatory, which aims to improve the lives of children and families by focusing on data and evidence available about the family justice system. In a shift from her previous policy and campaigning roles, Harker says the observatory is “not trying to represent one particular vested interest” a position she describes as “a huge luxury”. For the past year, the observatory has been monitoring data produced by the national deprivation of liberty (DoL) court to understand how DoL orders with children are being used. DoL applications are made to “authorise a residential placement of a young person in circumstances where their liberty may be restricted”.
