Youth justice could be on the verge of its biggest shake-up, but the new man in charge of custody standards is unequivocal about what the future should involve; and the Youth Justice Board (YJB) is part of it.

"I think the YJB has a crucial role to play and I hope it will have the opportunity to do that," says Nick Hardwick, the newly appointed chief inspector of prisons. "The YJB can have a focus and expertise in dealing with children and young people, and bring a different culture to the table which wouldn't exist if (the youth secure estate) was just part of the normal prison system."
