What are commissioners to make of the recent research Outsourcing and children’s social care: A longitudinal analysis of inspection outcomes among English children’s homes and local authorities?

The research, looking at Ofsted ratings of children’s homes between 2014 and 2021, concludes that for-profit homes are generally rated of lower quality than other provision types, and are likely to have higher levels of requirements and recommendations from Ofsted.

Since publication of the report, we have seen polarised reactions ranging from calls for more financial support for councils to invest in more of their own provision to representations that the data used in the research does not reflect recent improvements.
