Tim Loughton is being (predictably, and inevitable) political and disingenuous when he says that the cuts in youth service budgets did not have a causative effect on the recent riots. And he is right to say that almost all young people are law abiding; while they were highly visible, the number of young people involved was absolutely tiny. The Ministry of Justice analysis shows that only 20% of those appearing in court were young people, and that only 259 young people have appeared before the courts up to 17 August, with 22 of those convicted and 30 remanded in custody. This is a tiny proportion of the local population in the areas concerned.
