The National Citizenship Service

With a great blare of publicity the NCS has been launched for this summer, with places for 30,000 young people. But assuming that every place is filled, this means that under one in ten 16 year-olds will benefit. The aim is to increase this to 90,000 by 2014, perhaps one in three. At a time when youth unemployment is rocketing, this does seem like a sticking plaster over a gaping sore ... but if it reaches the most vulnerable then perhaps it will make a difference. We'll see.
