The examination system

The school examination system is deeply flawed. The competitive nature of the providers mean that they act to protect and increase their market share and to reduce costs. The 'high-stakes' nature of the outcome for schools and young people mean that they do all they possibly can to improve certificated outcomes.

So it's easier (and quicker and cheaper) to mark papers if the marker has an exact wording that gains the marks. So it's in everyone's interest if that exact wording is used - the teachers', the students', the markers',  and the examination boards. This leads to teachers' seminars that come close to cheating and revision text books that focus on the facts.
