That's the headline in The Sun today, or at least on its website - I haven't seen the paper. (Actually it uses a word which hilariously our website won't let me write). The Sun has published a pic of a six month old with an unlit cigarette in his mouth (and a pic of his 18-year-old mum with both their names) which a relative posted on their Facebook account. It doesn't say whether the mum took the pic or was there when the pic was taken, but that is what we are supposed to assume.
Now, clearly putting unlit cigarettes in the mouths of babes is a silly thing to do. I'm pretty sure the article is supposed to make us think "how dreadful, what a bad mum, what chance does that kid have?".
