Care not incarceration

Fascinating news from Northern Ireland which reports levels of youth crime well below those of England.  Northern Ireland operates a care not incarceration policy and youth offenders are offered the chance to meet their victim and discuss with them how best they can make recompense for their crime.   The scheme appears to be successful, but the police chief interviewed said thoughtfully at the end of the interview "Of course, we do have a much stronger family cohesion in Northern Ireland with fewer broken families.  It could also be that."  Yes, it really could.
