Salford City Council in Greater Manchester has redesigned its procurement framework for awarding contracts to care providers as a part of its commitment to commission local services based on their social value - working to criteria set by the Public Services (Social Value) Act (SVA) in 2012. The SVA requires councils to consider how procurement can improve the social, economic and environmental wellbeing of their communities.
John Merry, lead member for children and families in Salford and a member of the children's commissioning committee, says that the council is actively seeking partnerships with organisations that can combine providing value for money with giving opportunities to young people. A particular aim is to reduce the number of young people aged 16 to 24 who are not in education, employment or training (Neet).
