
D2N2 Children in Care Framework is a collaboration between four local authorities: Derby City, Derbyshire, Nottingham City and Nottinghamshire, known collectively as D2N2.
In February 2020, the authorities, along with more than 60 independent providers, entered into a four-year contract to develop sub-regional commissioning placements for children in independent residential children's homes and foster care.
Led by Nottinghamshire County Council, the framework aims to create sustainable local placements for children in the “right location, at the right time, and at the right price”.
“Our vision is to address placement sufficiency and market blockages through a combination of joined-up working and commissioning elements of our needs collectively, such as block contract arrangements,” explains Laurence Jones, service director in children and families at Nottinghamshire and chair of the joint collaboration.
