With just three of the 14 children's services departments in the West Midlands achieving a "good" Ofsted rating, there is an urgent need to improve outcomes for children and families across the region.
In addition, national workforce data shows the West Midlands region is above the England averages for staff turnover rate, use of agency workers, proportion of posts vacant and absence levels.
Ofsted and the Department for Education have highlighted the links between an unstable workforce, inconsistent practice and poor outcomes for children.
Hugh Disley, who leads FutureSocial's project team, says the situation provided impetus for all 14 authorities to work collaboratively together for the first time to tackle the issue.
