
ACTION
A 2010 Ofsted inspection of Derbyshire County Council's residential care provision rated none of its then 12 care homes "outstanding". The inspectorate judged six as "good", five "satisfactory" and one "inadequate".
Ryan Mawbey, now a registered manager at Evergreen children's home, recalls his first day as a residential worker in 2008. "My instinct was to turn around and walk out," he says. "There were some fantastic staff, but the system wasn't particularly caring. The children's emotional needs didn't seem that important. It was more about managing behaviour." He says among senior management, there was a positive urge to change. This led to the council's adoption of social pedagogy.
