Small North East council has invested in children's social work but is searching for ways to reduce care services demand.

Darlington is a large market town in County Durham with a population of around 92,000, a fifth of which are aged under 18.

At 2.7 per cent unemployment in Darlington is the lowest in the North East region.

However, the proportion of children living in households with fuel poverty and eligible for free school meals are significantly above the national averages, as is the proportion of 16- to 17-year-olds not in education, employment or training.

A recent Ofsted inspection of child protection and looked-after children services found significant improvements since the previous inspection in 2015 judged provision "inadequate". The latest judgment - which found services "require improvement to be good" - praised the "marked improvement" in leadership and governance.
