
How do you collect good evidence in a field as complex as children's social care? It can be hard given practical limitations such as timings, location and budget, and the sensitive nature of the work. Good evidence can equally be affected by the need for any evaluation to delve into services without disrupting them.
Ideally, an evaluation team would have regular access to families, staff and systems; would have a detailed understanding of the current and historic context; and would benefit from an understanding of practice and the realities of children's social care.
Much of this can, and is, delivered by external evaluation teams. In 2014, a project funded through the Department for Education's Children's Social Care Innovation Programme tested whether it would be possible to use practitioners to push our evaluations further.
