Latest school census data shows the number of children with special educational needs and disabilities (SEND) rose by 15,470 in the year to January 2017 to a total of 1.24m.
The 1.25 per cent rise meant the proportion of all pupils that have a SEND remained static - the first time in seven years there has not been a fall (see graphics).
The proportion of children with a statement of SEN or an education, health and care (EHC) plan remained constant at 2.8 per cent of the total pupil population, while those in receipt of "SEN support" also stayed at 11.6 per cent.
