Localised funding system could spell 'disaster' for poorer areas

Despite the Local Government Finance Bill failing to materialise, ministers are expected to resurrect plans for councils to generate all their income locally, with potentially dire results for children's services in some areas.

The unexpected outcome of June's general election put paid to a number of key government proposals affecting children and young people.

Manifesto pledges to scrap universal free school meals, lift the freeze on building new grammar schools and further reduce local authorities' role in education provision were all cast into the policy dustbin after the Conservatives lost their overall majority in parliament.

While these U-turns grabbed the headlines, another policy fell by the wayside as a result of the general election that could have had more fundamental implications for all children's and families' services.

The Local Government Finance Bill failed to complete its passage through parliament before it was dissolved for election campaigning to begin.
