Fears grow that Doncaster-style intervention will occur elsewhere

Government plans to separate social care responsibilities from Doncaster Council's children's department are impractical, unlikely to succeed and will not tackle wider systemic problems, say children's services experts.

Doncaster Council's children's services are set be controlled by central government. The unprecedented move follows years of high-profile safeguarding failures that led an independent review to conclude: "There is a culture of failure and disillusion that pervades the service and that serves to obstruct every attempt at reform."

Education Secretary Michael Gove wants an independent trust to assume responsibility for the services, which will be split from the rest of the council for up to a decade.

While Doncaster prepares its response to the proposals, children's services professionals are considering if the move marks a step-change in the government's handling of struggling children's services departments.
