YJB proposes cuts to spending on youth custody staff

Spending on staff in young offender institutions (YOIs) will be cut and efforts to make the restraint system safer will be shelved as part of Youth Justice Board (YJB) proposals to deal with emergency in-year cuts imposed by the Ministry of Justice (MoJ), it has emerged.
