Now these comprehensive standards have been thoroughly tested by nine pilot areas and the learning pulled together in a report available from The NYA - email harryw@nya.org.uk. Key findings are that as rigorous standards, rather than mere guidance, Hear by Right has helped build in rather than bolt on participation and has helped drive up the quality of local services.
LGA backing has been crucial. Next steps now include revising Hear by Right, producing a shorter more accessible version, showcasing evidence as web pages and considering rolling out the standards more widely later in 2003.
