High praise for Wales's only juvenile prison

A prison holding young people in Wales is among the best juvenile facilities in the system, inspectors have found.

A report by HM Inspectorate of Prisons (HMIP) showed that Parc, near Bridgend, in South Wales – which is a young offender institution (YOI) and an adult prison – continued to provide a safe environment.

Inspectors found that bullying was not a serious problem, those at risk of self-harm were well cared for, security was proportionate, use of force remained low and there was little substance misuse.

Young people were also found to be spending more time out of their cells and had access to expanded programmes of education and vocational training.

Meanwhile, the management of resettlement was much improved, and a range of reintegration support was available. However, inspectors were concerned that the adult health unit continued to be used to hold separated young people, stating that neither its location nor its regime were suitable for dealing with these difficult cases.

Nick Hardwick, chief inspector of prisons, said: "Parc Young People’s Unit has continued to develop and improve since the last inspection. Young people felt safe and the unit provided a decent environment. Time out of cell had increased and there was a greater range of activities. There had been significant improvements in arrangements to resettle and reintegrate young people.

"Overall, these are commendable developments which confirm that Wales’s only juvenile custodial facility is among the best in the prison system."

Janet Wollesgrove, director of HMP & YOI Parc, which is run by G4S, said: "We’re delighted that Parc has been acknowledged as one of the best custodial facilities for young people in the prison system.

 "The high scores awarded by the inspectorate are testament to the commitment and determination of our staff, our emphasis on continual improvement and a culture that supports innovation."
