The document gives workers information about different forms of sexual exploitation to help them identify and safeguard children and young people who are being sexually exploited or who are at risk of sexual exploitation. It is also aimed at helping local agencies to develop prevention strategies and to take action against those intent on abusing and exploiting children and young people. It will replace the current guidance, Children Involved in Prostitution, which was issued in 2000, and will be supplementary to the 2006 guidance Working Together to Safeguard Children.

The draft guidance was created with help from a team of experts, but the DCSF is now seeking views on it from those involved in this line of work.
