Sure Start targets

The first 10 councils to meet their phase two Sure Start children's centre targets have been named. They are: Bexley, Herefordshire, Isle of Wight, Middlesbrough, Portsmouth, Redcar and Cleveland, Shropshire, Southampton, Sunderland; and Tameside.
