The report, which examined how 16 local authorities introduced the reforms, rated 12 authorities as good, three as satisfactory and one as poor. The watchdog said local authority strategies raised achievement and increased the number of young people in education and training. Young people were also reported to have access to good quality advice and information about the reforms in the majority of areas.
