Cub Scouts allowed to lobby MPs over water charges

The Speaker of the House of Commons John Bercow has stepped in to allow Cub Scouts to lobby MPs about water charges that are threatening the future of some Scout groups.
Earlier in the week, 100 Cubs had been stopped from attending the organised lobby in Westminster Hall because they were ineligible to vote. But the decision angered MPs, who turned to the Speaker to overturn the decision.
A spokeswoman for the Speaker said: "The Speaker welcomes the visit by the Cub Scouts to the House of Commons on 15 July and has given permission to allow them to meet MPs in Westminster Hall."
The Scout Association is campaigning against Ofwat's change in guidance to water companies, which will mean voluntary groups are charged for surface water that drains off their property.
The rises, which have already hit groups in north-west England, could see Scout water bills rise by an average of £500 a year.
