Baroness Delyth Morgan and Sarah McCarthy-Fry have replaced children's minister Kevin Brennan, who is now the voluntary sector minister in the Cabinet Office, and schools minister Lord Andrew Adonis, the architect of the academy schools programme, who has been moved to the Department for Transport. Baroness Morgan had been a minister at the Dep-artment for Innovation, Universities and Skills. McCarthy-Fry was parliamentary private secretary to chief whip Geoff Hoon.
