Extra guidance on school absences

The definition of children missing education (CME) is to be expanded, subject to a Department for Children, Schools and Families (DCSF) consultation.

The consultation, which will run until October 2008, has been launched because the DCSF believes local authorities need more help to fulfil their legal duty to track children not in mainstream education (CYP Now, 9-15 July).

The draft guidance suggests local authorities need a detailed definition of CME, which will include children in refuges and those from mobile families.

Local services inspectorates, including Ofsted, are also consulting on whether councils should be assessed on how well they track CME as part of comprehensive area assesments, which will be introduced in April 2009.

If they decide to include CME, the first reports will be published in November 2009. Local authorities have been required to identify children not receiving a suitable education since February 2007.
