The latest Social Services Inspectorate for Wales' inspection of Conwyreports improvements in the quality of reviews for looked-afterchildren, thanks to the use of two independent reviewing officers. Butit said the council must improve the proportion of first placements oflooked-after children where a care plan is in place.
