Media secretary Tessa Jowell is "paying lip service" to consulting children following the news that young people are to be asked their views on the BBC as part of the review of its future.
YoungMinds, a mental health charity committed to making young people's views in policymaking count, said the young people's version of the consultation was "very dull for kids".
The charity criticised the inaccessibility of the consultation website.
"If they are serious about consulting children they could make much better use of font, layout, images and age-appropriate questions," it said.
The Department of Culture, Media and Sport said it was still taking advice on how best to seek children's views. A series of public meetings to involve children is planned for March.
