NOTICE OF INVITATION TO TENDER FOR THE PROVISION OF:

A RANGE OF TARGETED FAMILY SUPPORT SERVICES FOR CHILDREN TO ENSURE BETTER OUTCOMES FOR CHILDREN AND YOUNG PEOPLE IN HEREFORDSHIRE

Herefordshire Children's Trust is seeking expressions of interest for a targeted Family Support Service that encompass the following provision:

  • Practical help in the home, including support with daily routines and managing family life
  • Family mediation and a range of support (including couples counselling) for families breaking down or at risk of breakdown and those who have already separated
  • Emotional health and well-being support for parents and young people; and training, advice and support to professionals in universal settings
  • Initiate and ensure appropriate involvement from targeted and specialist provision and contribute to multi-agency assessment and packages of support for those with multiple needs


This tender has been designed to identify the key outcomes and outputs that are required by the provider in order to ‘make a positive difference' to children and young people aged 5 and above in Herefordshire and, in particular, to improve the life chances of young people and families who are at risk poor outcomes. Providers will be expected to demonstrate an understanding of additional or alternative activities that will help to deliver the required outcomes. The contract will commence from the 1 April 2010, for a year in the first instance, with the option of extending for an additional two years pending outcomes achieved and funding available.

This tender has three stages, and those who are successful at the Pre-Qualifying Questionnaire (PQQ) stage will be invited to input to the draft specifications at the first briefing session.

Briefing sessions for the shortlisted organisations from Stage 1 will be on 2nd November, 2009.
Prospective date for issue of the final specification will be week commencing 6th November, 2009.

Interview and presentation by selected bidders will be 10th December 2009.
