Every local authority will be required by law to have a Children's Trust Board responsible for improving the safety and well-being of all children, children's secretary Ed Balls said last week. The measure follows the failure of Haringey social workers to prevent the death of Baby P. The Boards will be drawn from local authority, health, police schools and other services and will be obliged to work together to deliver a Children and Young People's Plan.
