The head of the Youth Justice Board believes police forces are being prevented from doing crime-prevention work by government targets. Rod Morgan last week told Young People Now's youth justice conference: "Most Basic Command Unit commanders say prevention is something they would like to do more of." Police forces have to report a certain number of interventions, which can be reprimands, final warnings or prosecutions. But prevention work does not count towards the figure. Morgan said the obvious solution to the problem was to change this. He added that this is an administrative change, which could be achieved without legislation....
