A special commission set up by shadow education secretary David Cameron has said statements should be replaced by a "special needs profile" drawn up by independent accredited assessors. The profile would identify a child's special needs and then allocate the child one of 12 levels of support, some of which would cover pupils who are not statemented under the current system.
