England's 28 strategic health authorities were given the go-ahead from the Department of Health to begin the consultations last week.

Patricia Hewitt, the health secretary, said no decisions on the restructuring would be taken until the consultation closed in 14 weeks' time. The first wave of practice-based commissioning will then take place in March 2006, with the completion of all primary care trust reconfiguration taking place by October.
