The Association of Directors of Social Services, Local Government Association and the Association of Directors of Education and Children's Services questioned the assumption that implementation would be "cost neutral".

Their joint response to the consultation last week also warned that identifying senior officers as "safeguarding children champions" could potentially confuse lines of accountability.
