News in brief: Children's minister says welfare services will not be affected by move

Children's minister Beverley Hughes has said the delivery of welfare services by charity and voluntary sector organisations will not be adversely affected by a move to refund VAT incurred in the provision of childcare and children's centres by local authorities.
