The call is part of a 10-step blueprint - A vision of universal early education and care - published as part of National Childcare Week.

The document demands "significantly improved" provision for children aged one to two by extending parental leave to 18 months or introducing a "homecare allowance". It also says the total number of children's centres should be left open for review and extended beyond 3,500.
