Marion Matchett highlighted the issue in her second annual report. She said that not enough progress had been made since she focused on the issue in her previous report.
She said: "Greater attention needs to be paid to those who require help with their learning."
The chief inspector also called on people working with children and young people to "consider how best to assist young people overcome deep manifestations of sectarianism and racism".
